Here in Rossendale at Rawtenstall we have the East Lancashire railway, You can board up and go down the line to Stubbins, Ramsbottom, Bury, Heywood, Where you van connect to the BR services.
Recently they had a vote to start charging for driving into Manchester, If the vote for the charging had gone through then part of the deal was to upgrade the line of ELR to accommodate BR trains or trams to go straight through to Manchester, as the vote did not succeed, the plan as been put to one side it is possible it might happen some day.

Down here in Somerset there is a lot of pressure to re-open the railway from Clevedon (just down the Severn from Avonmouth) back to Bristol. Some of the line is still open to take goods traffic part of the way. So it's worth making a bit of noise about when we are being asked to cut down on car journeys.

Sooner or later sense will prevail and the present government bias towards roads and air travel will start to ebb. Until then the best course is to preserve the track beds.

I'm not sure what the plans are now regarding the Colne to Skipton line. Will trains ever run again into north Yorkshire, connecting with the Settle to Carlisle, from Colne Station. Seems very doubtful to me.
